Tucson Clean and Beautiful’s Rainwater Harvesting Program, partners with SERI, Tucson Water, Water Intrastructure Finance Authority of Arizona (WIFA), and neighbors, to install residential rain gardens — at no cost to eligible residents — to capture rainwater and grow greener, cooler communities.
We design and install rain gardens (basins) to collect rainwater runoff from roof tops to help reduce flooding, support native plants, and cool your home and yard.
Each participating home receives:
- Rainwater harvesting basins
- Up to 3 desert adapted shade trees
- Pollinator plants that attract birds and butterflies
- Professional design and installation by our trained RAINworks team
- Seamless gutters
You may qualify if:
- You are a Tucson Water customer
- Your front yard has enough space for a rain garden
- The rain garden can capture a 1″ rainfall event off of your contributing roof area (we’ll help figure that out)
- You are willing to participate in a consultation to determine project feasibility
- Your home is in a neighborhood that scores lower than 72 on the city’s Tree Equity Score Map HERE

What to expect:
- Application review
- Our team reviews your intake form and confirms whether your property meets the basic criteria
- Consultation visit
- If eligible, we’ll schedule a site visit with a trained designer
- At the consultation, the designer will review basic rainwater harvesting concepts and best practices, assess your yard, and create a customized rain garden design
- Pre-Approval by Tucson Water
- The design is submitted to Tucson Water for review and pre-approval
- This insures the project meets rebate and conservation guidelines
- Installation scheduling
- Once approved, our project manager will work with you to schedule the installation
- Licensed and experienced rainwater harvesting practitioners will carry out the work
- Project completion
- After installation, Tucson Water will come on-site to measure basin volumes
- You can enjoy a new front yard rain garden!
